		<description>Hiya, I heard several of the advetisements on Heart radio.... one thing I was wondering about.... I was under the impression HIPS was now a no no.... Are they still required?  I thought you just needed an enerty efficiency certificate.  Do you do these?  are they in the price?   If you pay in advance (ie the lesser price)  is that then forfeit if the property is not sold by you?</description>
